I don't fully understand its mechanics. It disables an elite skill for 15 seconds, ok, that I understand. What happens if I use it while the target's elite is recharging? Is this 15 seconds stacked onto the recharge time? Or is it disabled, and then recharges?

While I'm not postiive about this, I would assume it works like other hexes, conditions, and enchantments. I believe that it would just reset the timer back to 15 seconds.

While i havent been hit by that specific skill i have been hit by powerblock and blackout which work as Fezz stated.
